The son of Jonathan & Mary Ann (Culbertson) Koser, in 1860 he was a farmer and carpenter living with his family in Mifflin Township, Cumberland County, Pennsylvania. He stood 5' 9" tall and had brown hair and blue eyes.

A Civil War veteran, he enlisted in Newville, Cumberland County, August 8, 1861, and mustered into federal service at Washington DC August 17 as a private with Co. H, 3rd Pennsylvania Cavalry (60th Pa). He was allegedly wounded, but his compiled military service records do not confirm that. On or about August 11, 1862, he was hospitalized at Harrison's Landing, Virginia, for "a disease of the lungs," then transferred to Island U.S. Hospital on Blackwell's Island, New York, and discharged by surgeon's certificate November 24, 1862, from the convalescent camp at Alexandria, Virginia.

He was likely born in Perry County, Pennsylvania, but one record in his compiled military service records claims Cumberland County.
