Son of Harry and Sylvia Rosen. He graduated from Elkhart High School, Elkhart IN, in 1968. He then earned a degree in economics from Vanderbilt University, a Doctor of Juridical Science (JSD) from Indiana University School of Law, and a Master of Laws (LLM) in taxation from the New York University School of Law. After completing his education, he was a legal aid attorney for civil cases and a hearing officer for the New York City Department of Finance Office of Legal Affairs. At the time of his death, he was employed by Deloitte Tax LLP in New York City, where he was the director of Northeast Multistate Tax Services. One of his passions was cycling, and he was a class 3 racer. He is survived by his wife whom he married in 1995 and a daughter.
