Mrs. Rugg was born in Hayden on March 28, 1913, to George A. and Hazel Vasti Sligh. She spent her preschool years living at a family-owned mine south of Sells and moved to Tucson to begin school.

Following graduation from Tucson High School in 1931 she entered St. Mary's Hospital School of Nursing and graduated in 1934. She worked at Thomas-Davis Clinic in Tucson until her marriage to O.W. Rugg in 1938, when she moved to Casa Grande. She then became a government nurse in Pinal County, working with Dr. H.B. Lehmberg.

She resigned to start a family in 1943 and spent 25 years as a full-time mother and homemaker.

Upon the death of her husband in 1969, she took on the management of Rugg Dairy in Casa Grande as another career. After sale of the dairy, she again went to school to become a real estate agent, having yet another career until her retirement at age 80.

Survivors include five children: Cynthia Thornvold and Hazel Rugg, both of Tucson, Mary Louise Rugg, of Nederland, CO, William L. "Bill" Rugg, of Loveland, CO, and Paul A. Rugg, of Los Gatos, CA; a sister, Ida Storey, of Casa Grande; nine grandchildren and five great-grandchildren.
