It does seem more probable that he was born in the Cherokee Eastern Nation. Luney is the son of Samuel Riley and GU-LUU-STI-YU. He was married to Rachel Stuart by Dr Richard Richards on 29 Aug 1819 in Roane County, Tennessee and she was born 21 Dec 1800 and died 15 Apr 1883. They had 10 children born and they are as follows:

Luney entered Brainerd Mission on 23 May 1817, at the age of 16 and left before Jan 1818. On 6 Dec 1819, Luney (a native) enrolled for life reservation in accordance with 27 Feb 1819 treaty of Washington, 2 in family above treaty, cities residence as "south side of Tennessee opposite to Southwest point", in possession of land.
Luney was District Judge of Tahlequah District. His court had jurisdiction on all matters of petty larceny, etc. He was elected to the Council from the Tahlequah District on 4 August 1851, an(d) chosen by that body as its speaker. In 1851 his family enrolls on the Old Settler rolls just before the family of Isaac Keys in Tahlequah. Luney elected to the Council from the Cooweescoowee District 2 August 1875.
Luney was a Western Cherokee signatory of the "Act of Union" of 12 July 1839 between East and West Cherokee Nations at Illinois Camp Ground, IT.
