Frank George Derse was born on 14 December 1900 in Pueblo, Pueblo, Colorado to Florant Joseph Derse (also known as "George") and Lydia Ellen Moore (also known as "Ella"). Frank had an older brother and sister named Charles and Florence. When Frank was two days shy of 3-years old, his mother died from pneumonia. His older brother Charles was married at the time with a family of his own. It is unknown where Frank and his sister stayed after their mother's death. It is possible that they stayed with their father; however, in the 1910 US Census George Derse (Frank's father) was working on someone's farm, but his children were not listed as living with them. It is possible that Frank and his sister Florence lived with their older brother Charles and his family; or possibly other relatives.

When Frank was almost 14-years old, his father George Derse died. Frank had to learn to support himself at a young age, due to losing both parents. His older brother Charles moved to Los Angeles County, California around 1920, and Frank soon after moved to California. According to San Diego and San Francisco Directories, Frank was in the restaurant business where he either was a "waiter," or worked at the bar.

It is unknown if Frank married. According to his death certificate it states that he was "divorced," and according to the 1930 US Census, Frank states we was a "widower." However, a spouse has not been found on any record as of yet. Frank died on 9 March 1963 in the Napa State Hospital due to psychotic reactions associated with alcohol intoxication. He also died from "Mucoid Carcinoma of Lung with Pulmonary Fibrosis and Small Cystic Emphysema."
