Economist. He was a prominent Guatemalan economist and politician known for being Minister of Finance and Public Credit and Minister of Foreign Affairs between 1966 and 1970. In 1957 he was decorated Commander of the Order of the Quetzal in recognition of his efforts to promote the economic integration of Latin America and the Central American Common Market in particular. During his career, he founded the Social Democratic Party (PSD). He died after receiving 23 bullet wounds on Avenida de la Reforma.
