Bolivian Statesman. He served as the President of Bolivia for three nonconsecutive terms (April 11, 1952-April 15, 1952, August 6, 1956-August 6, 1960, and October 10, 1982-August 6, 1985). In 1931, he graduated from the American Institute in La Paz. During the Chaco War of 1932 to 1935, he served in the Bolivian army and was later decorated for injuries he incurred during the war. After the war, he graduated from San Andres University with a degree in law. In 1940, he was elected to the Chamber of Deputies and later helped form the Revolutionary Nationalist Movement (or MNR) with Victor Paz Estenssoro. He was a part of Paz Estenssoro's successful presidential ticket in 1951. The outgoing government didn't want to turn over power to Paz Estenssoro and named the head of the army as president. He, along with Paz Estenssoro, led a revolution that overthrew the government. He became provisional president for five days in April of 1952 before Paz Estenssoro returned from exile. He went on to serve as vice president for four years before being elected president in the 1956 election. His presidential tenure lasted for four years before his party lost the 1960 election. He later served as his country's ambassador to both Uruguay and Spain before the military took power in 1964. After the military takeover, he went into exile until 1978, when he returned to Bolivia. That year, he formed an alliance of left-leaning parties that became known as the Revolutionary Left Movement. In 1982, he was elected president again and served until 1985, when he stepped down. After leaving office, he went to Uruguay, where he passed away in 1996.
