Frank was the son of John Brave Bull Sr. and Eva (Kuntz) Brave Bull. He attended St. Bernard Mission School in Fort Yates, and was a Veteran, serving with the United States Army in the Korean Conflict. He later worked for the Police Departments in Fort Yates, Little Eagle, Belcourt, Fort Totten, Fort Thompson, and Rosebud, South Dakota. Frank was Cannon Ball District Chairman and committee member in the 1970s. He was a member of the Standing Rock Sioux Tribal Council, and worked in the security department at United Tribes Technical College.

Frank was married twice--to Valerie Lovejoy in 1955, and to Barbara Cloud in 1971.

At the time of his journey, Frank was survived by two sisters, one brother, nine sons, eight daughters, special friend Justine, Aunt Agretha, all the Kuntz family, as well as in-laws, grandchildren, great-grandchildren, nephews, nieces, cousins, and many friends. He was preceded in death by his parents, brother John Brave Bull Jr., and two sons, Edward and Claude Ross.
