24th President of Bolivia. A member of Bolivia's Conservative Party, he served as president from 19 August 1896 to 12 April 1899. Prior to becoming president he served as vice president. He served in the post from 11 August 1892 to 19 August 1896 under President Mariano Baptista. Prior to holding these two positions he graduated from the University of Saint Francis Xavier and became a lawyer. As a lawyer, he worked for the large silver and tin mining consortiums in Bolivia. He also practiced journalism, in addition to being a government minister under President Aniceto Arce and then vice president. He then assumed the presidency. His administration was mired in civil war and political disputes between parties. However, he was able to build the the suspension bridge over the Pilcomayo River and the Government Palace of Sucre was completed. He is best remembered as the last president of the 15-year period of Conservative Party rule lasting from 1884 to 1899. After losing the civil war he was removed from office and allowed to to go into exile in Chile. He returned to Bolivia a few years later and died.
