43rd President of Bolivia. A member of Bolivia's Republican Socialist Unity Party he served as president from 24 October 1949 to 16 May 1951. Prior to becoming president he studied in France and became a lawyer. He specialized in international law. From 1919 to 1937, he served as Bolivia's Consul General in Great Britain. At the conclusion of his diplomatic career, he returned to Sucre and won election to Bolivia's Senate in the early 1940s. In 1947 he was elected Vice-President to Dr. Enrique Hertzog and served until 1949 when President Hertzog was forced to resign by threatened conservative elites. Becoming president, he increased the repression of the reformist movement. This ignited a series of violent nationwide rebellions characterized as the the so-called Civil War of May–September 1949. He lost the election of 1951. He then left the country. He returned years later and retired from politics.
