20th President of Bolivia. He served as president from 19 January 1880 to 4 September 1884. Prior to becoming president he attended Chuquisaca's St. Francis Xavier University and then became a career officer in the military. He rose to the rank of general. Disgusted with Bolivian politics, he went to France. There, he graduated from the prestigious St. Cyr military academy in 1845. He remained in France for 15 years. From 1859 to 1879 he served in military, diplomatic, and administrative posts in Bolivia. When the War of the Pacific broke out he volunteered his services in 1879. Leading the fight with distinction and exemplary service, the emergency Congress of Notables convened in La Paz in December of that fateful year and resolved to tap him for the difficult post of Constitutional President following President Hilarión Daza's overthrow. He is best remembered as the creator of the most stable era of Bolivian politics and an improved economy.
