31st President of Bolivia. A member of Bolivia's Nationalist Party he served from January 10, 1926 to May 28, 1930. Prior to becoming president, he completed his secondary education and then graduated from the Universidad Mayor San Francisco Xavier de Chuquisaca in 1905 with a degree in law. Practicing law in La Paz, he would also serve as a professor at the Universidad Mayor de San Andrés, becoming dean of the Faculty of Law. Entering politics in 1920 , at age 38, he was elected as a member of the Constituent Assembly of Bolivia. He would go on to hold the position of senator for the Department of Chuquisaca in the National Congress. He was then was appointed Minister of Public Instruction of Bolivia and months later he was appointed Minister of War and Colonization. He then became president. He is best remembered for founding the Nationalist Union Party, construction of roads and railways, and modernization of the Bolivian army. However, the Great Depression of 1929 impacted the world's economics. The international tensions with Paraguay led to the Chaco War, followed by a coup d'état. He then resigned and lived the rest of his life in exile, dying in Lima, Peru.
