19th President of Bolivia. He served as president from May 4, 1876 to December 28, 1879. Prior to becoming president, he joined the army and became a career military officer. He attained the rank of general. He entered politics in 1870 by revolting against his protector, the dictator Mariano Melgarejo, betraying him for 10,000 pesos. He then supported Agustín Morales, under whose government he took command of the famous Colorados Battalion. He then served as Minister of War from 1874 to 1876. In 1876, he revolted against President Tomás Frías Ametller and then assumed power in a dictatorial manner. He was confirmed as Provisional President by the Constituent Assembly of 1878. Supported by his Battalion Colorados, he imposed his authority, severely repressing the slightest opposition to his government. He is best remembered for initiating the War of the Pacific with Chili over taxes and then involving Peru. He was eventually dismissed as president and left for France in exile. Spending fifteen years there, he then asked for permission from the president to return to Bolivia to defend himself from accusations by his enemies. He arrived in 1894 in Antofagasta and later went to Uyuni to become the head of the city of La Paz. He was assassinated by his guards upon arrival at the Uyuni railway station.
