5th Prime Minister of Malta. He served from November 4, 1947 to September 26, 1950. Prior to becoming prime minister, he received his medical degree in Malta and established his practice in Paola. He entered politics when Malta was granted self-government in 1921 and joined the Labor Party in 1923. He was a member of parliament and became leader of the Labor Party in 1927. During World War II, he served with distinction as district Commissioner and Medical Officer in Malta. After the war, he was again elected to parliament and then prime minister. He is best remembered for obtaining recognition of the Maltese language in the law courts and the introduction of compulsory primary education, old-age pensions, and the granting of the vote to women. He was created a Knight Bachelor in the 1956 in recognition of distinguished public services. He was also awarded the 1914 to 1918 Star, the General Service Medal, the Victory Medal, the Coronation Medal and the Defense Medal.
