6th Prime Minister of Luxembourg. He served from December 26, 1874 until February 20, 1885. Prior to becoming prime minister, he served as Minister for the Interior 1866 and 1867 and From 1872 to 1873 he was President of the Chamber of Deputies. He also served as minister of foreign relations and minister of finance while prime minister. He is best remembered for reforming the criminal code and education. His reforms made it mandatory for children to attend school for six years from ages 6 to 12. The reform gave rise to big debates over the role of the state in society and the relationship between church and state. The new law made it the state's duty to organize public education. He then retired to his castle.
