Politician. He was the first President of Montenegro, serving from December 23, 1990 to January 15, 1998. In November 1988, he was named the coordinator for the League of Communists of Montenegro and, after the anti-bureaucratic revolution of January 1989, became the League's president. After the breakup of Yugoslavia, he became President of Montenegro. As such, he was a loyal ally to Serbian leader Slobodan Milosevic, and oversaw the Montenegrin reserve of the Yugoslav People's Army in the Croatian and Bosnian Wars. In 1991, he urged an attack on Dubrovnik during the Croatian War of Independence, and later attempted to annex it to Montenegro. After his presidency, he became the third Prime Minister of Yugoslavia, serving from May 19, 1998 to November 4, 2000.
