Nigerien Statesman. He served as the Prime Minister of Niger from January 30, 1996 to December 21, 1996. He studied economics in Poland, Cote d'Ivoire, and France before serving as director in the Ministry of Planning in the early 1970s. He later served as the director of the Central Bank of West African States (BCEAO) for Niger. From 1983 to 1987, he was the Minister of Finance in the government of Seyni Kountche. After leaving his ministerial position, he became vice-governor of the BCEAO. In January of 1996, he was named prime minister of a transition government after Ibrahim Bare Mainassara seized power in a coup. He remained in this post until the end of the year when he was succeeded by Amadou Cisse. He was the author of several books on African economic development. Before his passing, he was an advisor to President Mahamadou Issoufou. He passed away after a short illness.
