Born Sept. 16, 1915, in Rowan County, he was a son of the late Emma Poole Koontz and Allen T. Koontz.
Mr. Koontz was a graduate of East Spencer High School and the Chicago Institute of Applied Sciences.
He had served as a chief of police in Spencer and in Dunn. He retired as a captain in charge of identification with the Salisbury Police Department.
He was a member of Trading Ford Baptist Church, and the Roman Gobble Sunday School Class, was a deacon and member of the choir.
Mr. Koontz was a past member of the Spencer and Salisbury Lions Clubs and a member of the Retired Peace Officers Association.
His wife, Irene Meacham Koontz, died Feb. 25, 2002.
Survivors: a brother, Edwin Koontz, Salisbury; a sister, Naomi Devereux, Salisbury.
