Jackson Payne was born on June 20, 1832 in Fairfax County, but moved to Prince William early in his childhood. He married Martha Arnold and had three girls and one boy; Mary S., Virginia B., Lillie M., and Roshier B. Then in September of 1862, he enlisted in the 15th Virginia Calvary Company H under the command of William G. Brawner. Company H was known as the "Prince William Rangers". He reenlisted in the Confederate army after is first term was up. He returned home in May of 1865. In 1870, Jackson started a business (Payne & Keys) with a member of the keys family as canvassers and hucksters. He died on May 1, 1918 at the age of 86 from a stroke. He is buried in Quantico Baptist Church Cemetery.
