Am I my brother's keeper?

When people are incapable of parenting their offspring, who has the responsibility of protecting those children? Family? Friends? Church? Village? State? There is no pat answer - each case is unique. We who mourn our deceased children are shocked that any child could be unloved or so unwanted that he might suffer great harm. Do we, the public, intervene? If so, when - how? Can we quiet our fear of criticism long enough to sense the need for help? See the bruises - the vacant stare? ... Am I my brother's keeper?
