Past & Present of Clinton County by J Milton Furey Robert was born in Pine Creek township six miles east of Lock Haven. When he was an infant his parents moved to Lock Haven where he went to school at the academy. On Feb 14 1865 he married Miss Ella Sloan daughter of Alexander and Emeline Sloan. Mr. Barker is descended from an old and highly respected family. His father William was born near Pine Creek at Phelp's Mills in 1806. He married Fannnie Q Stewart a daughter of Robert . Robert S Barker grew to manhood , a giant in stature, standing 6 ft 7 in in his stockings. In 1878 he was elected sheriff of Clinton County on the Republican ticket. He spent one term as treasurer of this city, and was elected mayor of Lock Haven in 1887. For many years he was chief engineer of the fire department. In August 1862 he volunteered to serve as a soldier in the defense of hia country, and was elected first lieutenant of Co H 137th Reg Pa Vol Inf. He engaged in the Battles at Antietam, South Mountain, Fredericksburg and the battle of the Wilderness. He was promoted to Captain and discharged at Harrisburg in June 1863. After his service he was postmaster of Lock Haven.
