Fred married Frances Lee Davis, December 28, 1953. They had two sons.
Fred served during WWII as a Tech Sergeant in the U.S. Army.
He was a farmer, businessman, and served in the N.C. State Legislature as both a Representative and a Senator. He also served as a Legislative Liaison for Governor Robert Scott during the Special Session of 1970.
Following Governor Scott and the Legislature's restructuring state governmental departments in an "umbrella" effect, Fred Mills served as the first Secretry of the Department of Transportation under which were the N.C. Hwy Commission, N.C. Dept. of Motor Vehicles, the Port Authority, N.C. Highway Patrol, and several smaller departments.
Fred continued his career as a consultant.
