She proudly served in the U.S. Navy during World War II, eventually earning the rank of lieutenant. It is also where she met her future husband and fellow officer, Joseph J. Kelley Jr., with whom she shared 41 years of marriage until his death in 1990.
Born in Greensburg, Westmoreland County, she was the daughter of the late Joseph and Vera (Waugaman) Dougan.
Eleanor was an artist and avid horticulturist, taking great pride in her century-old American Chestnut tree.
She was an active member of historic Salem United Church of Christ in Harrisburg, where she served as a teacher, elder and historian. She also co-authored a book with her husband about the church's history.
In addition to her husband and parents, she was predeceased by a daughter, Heather Ann Kelley, a sister, Margaret Spiegel, and a brother, Joseph Dougan.
