Diplomat and statesman. He convinced President McKinley that the U.S. should be represented at Internationl Peace Conference at The Hague, Netherlands in 1899. He lobbied for an international arbitration tribunal, and the nations agreed. He is recognized as the "father" of the Permanent Court of Arbitration.
