Attended the University of North Carolina and studied law at both Washington and Lee,University of Virginia.Prior to public service he worked as a teacher,insurance agent,a partner in the law firms Harper&West and West&Withers.Owned and was publisher of The Suffolk Herald.
In 1901 he was elected to the House of Delegates and in 1912 to the State Senate and served ten years.Served as Lieut.Governor of Virginia from 1922-1930.
Married Margaret Olive Beale on January 17th,1903.He died from cancer in Richmond on January 1,1947.
