U.S. Senator. He graduated from Princeton University in 1859, studied law at the Harvard Law School, admitted to the bar in 1863 and commenced to practice law in New Castle, Delaware. He was Attorney General of Delaware, (1879-85) and elected as a Democrat to the United States Senate to fill the vacancy caused by the resignation of Thomas F. Bayard, serving (1885-99). An unsuccessful candidate for reelection, he was a member of the Joint High Commission to settle differences between the U.S. and Canada and was a member of the commission to arrange terms of peace between the U.S. and Spain. In 1899, he was appointed judge of the United States Circuit Court of Appeals for the third circuit by President William McKinley, serving until 1914 and was a member of the Board of Regents of the Smithsonian Institution, until death at age 85.
