US Congressman and Diplomat. A member of the Republican Party, he served in the US House of Representatives from Kentucky's 3rd congressional district from March 1887 until March 1889 and from March 1895 until March 1897, and again from Kentucky's 11th congressional district from November 1903 until March 1905. He emigrated from Ireland in 1858 and studied to became a doctor. After the American Civil War broke out in April 1861, he became an assistant surgeon for the 149th Pennsylvania Volunteer Infantry and as chief surgeon for the 211th Pennsylvania Volunteer Infantry. After the war, he relocated to Burkesville, Kentucky. He was also appointed as the US Minister to Guatemala and Honduras between his 2nd and 3rd congressional stints. He died at the age of 75.
