Politician and statesman. A native of Shimane prefecture, Wakatsuki served as Vice Minister of Finance (1906, 1908 to 1911), was elected to the Parliament (Diet) in 1911, and was Minister of Finance from 1912 to 1915. He helped draft the Universal Manhood Suffrage Law and the Peace Preservation Law in 1925. He served as leader of the Kenseikai party in 1925 and headed the Minseito party from 1927 to 1934. He also served as the 25th and 28th Prime Minister of Japan from January 30, 1926 to April 20, 1927 and April 14, 1931 to December 13, 1931, respectively. In 1930, he was the chief delegate to the London Naval Conference. From 1933 to 1936, he spoke out strongly against Japanese militarism.
