Holloway Baxter was a farmer in Cocke County, Tennessee before joining the Confederacy. Holloway, born about 1829, was the son of Jesse and Mary Ann Norton Baxter. He and his wife Margaret had several children. When Holloway left to join the Confederacy, Margaret never saw him again.

Died as a Confederate Prisoner of War at Camp Morton, originally interred at Green Lawn Cemetery (Confederate Section), but reinterred in 1933 in a mass grave of 1616 Confederate POW'S at Crown Hill.
