President of Argentina. José Evaristo Uriburu was the President of Argentina, between January 23, 1895 and October 12, 1898. The first action he took was to give amnesty to all the citizens, who had participated in the last two revolutions; this stabilized the civil unrest. During his administration, he made reforms in public finance so that Argentina could resume payment on the public debt owned. He maintained peaceful relations with Chile, while having the serious boundary dispute. He reorganized the nation’s army with mandatory draft, modern weapons, and a fleet of ships. He finished art and educational projects that were on hold. The highest wheat export yield ever for the nation was in 1897. He retired from the presidency in 1898, but served as interim president in 1903 for a few days. He ran for the presidential office in 1904 and was defeated. From 1901 to 1910 he was a senator in the National Congress. Born into an aristocratic family, his father had been the governor of Salta, the most populated providence in Argentina, and for generations, his family had fought for Argentina’s independence. After studying at the University of Chuquisaca and the University of Buenos Aires, he earned a doctorate in law in 1854. In 1855 he founded the newspaper “El Comercio.” In 1856, he became the secretary of the Argentinean embassy in Bolivia, returning to Argentina in 1860. Between 1861 and 1867, he held positions under the governors of Salta. In 1871 he was appointed Procurator of the National Treasury and the next year, was appointed federal judge of Salta. In 1874 he was once again appointed ambassador of Bolivia. In 1876 he represented Argentina at the American Congress of Jurist in Peru and acted as an arbitrator between Bolivia and Chile, ending the War of the Pacific. While he was ambassador to Chile, he gave sanctuary to the overthrown Chilean President Jose Manuel Balmaceda, who committed suicide by shooting himself during his stay in the embassy as the 1891 Civil War was starting. In 1892, he was a candidate for vice president of Argentina with Luis Saenz Pena as the presidential candidate. Pena proved to be an incapable leader, thus resigning his office during a revolution in 1893. At that point, Uriburu became the President of Argentina. In 1910 he retired from politics and died four years later. He married twice and had five children with his first wife and two with the second wife. His youngest son, José Evaristo Uriburu Tezanos Pinto, became active in politics and managing the national bank. His nephew, Gen José Félix Uriburu, became the President of Argentina in 1930.
