United States Navy Admiral. He graduated first in his class from the United States Naval Academy in 1913. He was part of the landing party during the occupation of Vera Cruz, Mexico in 1914. During World War I he was aboard the battleship Florida attached to the British Fleet. He was the Chief of the Bureau of Ordnance prior to the start of World War II. During World War II he was the Commander, Group I, Amphibious Force, Pacific Fleet. In 1946, he was the commander of the Army-Navy Task Force that conducted the atomic bomb tests nicknamed "Operation Crossroads" on Bikini Atoll in the Marshall Islands. He retired in 1950.
