A native of Bulloch County,, he had lived in Savannah for the past 20 years. He was a retired city employee and a World War I veteran.
Survivors are his wife, Mrs. Edith Garner Carter; three sons, Franklin L. Carter, N. L. Carter and Marvin R. Carter; a sister, Mrs. Lillian Carter; a brother, Robert Carter; 11 grandchildren and three great-grandchildren.
Carter suffered third degree burns over half of his body when his bathrobe ignited as he stepped close to a heater.
Irvine Henderson Funeral Home is in charge.
