Phillip Black was a Florida State Trooper killed in the line of duty. Corporal Donald Irwin of the Ontario Provincial Police, Canada, was riding along with him and was also murdered when he tried to assist Trooper Black. Trooper Black and Corporal Irwin had stopped to check on a suspicious vehicle at a rest stop on I-95 near Pompano Beach, Florida, to sleep; and one of the occupants opened fire. She shooter was convicted of capital murder and was executed on May 4, 1990.

I did more research after I send you my first SAC on this memorial. After Jesse Tafero was executed, new evidence came to light that the other man in the car, Walter Norman Rhodes, was actually the killer of the two law enforcement officers. He was given a plea deal to testify against Tafero and named Tafero as the shooter.

have his middle name as Arthur but no source. While his death was tragic his life was more than that and I would hope that could be noted. He was the third child born to Paul Ernest Black and Helen Louise Ross and spent his early years in Illinois before the family relocated to Polk County around 1944. He lost his father in 1954 and his mother in 1960. From the Department of Veteran Affairs it appears he served in the military from about 1956 to 1966. He was married and the father of a son at the time of his death.
