Mr. Harben was the former Mayor of Richardson and a former member and organizer of the Dallas County School Board. He had owned and operated Harben's Drug Store in Richardson from 1905 through the late 1950s, and served as mayor of Richardson from the late 1920s through the early 1930s. He organized the Dallas County School Board in the early 1920s, retiring in the early 1960s after more than 40 years.

In the early part of 1973, the Jesse M. Harben Elementary School in Richardson was named after Harben, who was also awarded "Citizen of the Century" and "Mr. Richardson" titles at the 1973 centennial in Richardson.

A native of Kaufman Co., he moved to Richardson in 1896. He was a charter member of the Richardson Rotary Club and a lifetime member of the International Order of the Odd Fellows Lodge and the Richardson Masonic Lodge. He had also been an Elder in the First Presbyterian Church of Richardson.

He was survived by two sons, two grandchildren, and two great-grandchildren.
