Charles was the son of Charles Rayburn Foster, Sr. and Aleta Foster. He grew up in Bartlesville and was a graduate of the University of Kansas. He and Gail Phyllis Blackwell were united in marriage in 1969. He enjoyed a successful career as a software consultant at Amoco for 17 years and as President of Foster Computing Services.
He loved his family, he loved to fish, and he loved OU football.
