The adopted daughter of J.D. & Sue Foster, and the sister of Tammy. She attended Coweta Public Schools, class of 1982. She married Randy D. Tandy in Muskogee County, Oklahoma on November 21, 1981, and of that union she had two children, Bobby and Tara. She married Stephen D. Schrader on February 26, 1996 in Tulsa, Oklahoma, and to that union was born one daughter. Debbie passed away on February 7, 2006, after a long illness. She had several names over her lifetime, but she held the Foster name longer than any other.
