Carmel was the oldest child of Nathan Thurmond Steelman and Mamie Parsons Steelman Summerlin. He was the grandson of Nathan Henry Steelman and Jennie Shumate Steelman and James Gordan Parsons and Sarah O'rilla Minton Parsons.

He was married to Zenna Cockerham Steelman. They had one son William Clate Steelman who preceded him in death. And four sisters Louise Steelman, Mary Jane S. Glass, Virginia Summerlin, and Mae Summerlin, and one brother Howard Summerlin. His step-father William Roosevelt Summerlin.

Carmel is survived by his wife, three grandchildren: William Keith Steelman (Tina), Brain Steelman (Marie), and Shelia Steelman Smalley (Danny) all of South Carolina, his daughter-in-law Willene Glover Steelman, four brothers; N.H. (Jack) Steelman, Hal Steelman, Bruce Steelan, and James Steelman, three sisters; Ruth S. Parsons, Gaye S. Parsons, and Ruth S. Dodson.
