US Congressman. The son of Congressman John Paul, he graduated from the Virginia Military Institute in 1903 and the University of Virginia School of Law in 1906. He was admitted to the bar and began the practice of law in Harrisonburg, Virginia. Paul served in the Virginia State Senate, and when the United States entered World War I, he joined the Army as a major and served with the Three Hundred and Thirteenth Field Artillery of the One Hundred and Fifty-fifth Field Artillery Brigade. Following the war he again served in the State Senate and in 1920 ran for Congress as a Republican. He successfully contested the election of Thomas W. Harrison and took his seat in 1922. Defeated for reelection, he was appointed as special assistant to the Attorney General of the United States in 1923, United States district attorney for the western district of Virginia in 1929, and United States district judge for the western district of Virginia in 1932.
