She was the daughter of the late Earl M. Widmeyer, Sr. and Orpha E. Butler Widmeyer. She was also preceded in death by her husband, Frank Waters; two brothers, Earl Widmeyer, Jr. and Edward T. Widmeyer; and one sister, Anna May Widmeyer.
She is survived by two sons, Tom Waters and Danny L. Waters both of Martinsburg; and one sister, Elsie Keesecker of Martinsburg.
