Presidential Cabinet Secretary. He served as United States Secretary of Commerce from 1989 to 1992, during the administration of President George H.W. Bush. He was the main cabinet official responsible for initiating the North American Free Trade Agreement (NAFTA), which was not signed into law in the United States until 1993. Prior to this he was the finance chairman of Gerald Ford's bid for re-election in 1976. In 2008, he was the general chairman of John McCain's bid for the White House.
