James Lucien Bell was born in Adair County, Missouri on February 22, 1867 to Samuel G. Bell, 1825 Virginia, and Mary Johnson Bell, 1842 West Virginia. He was the fourth child and second son in a group of five siblings. Their names and birth order are:

2. Nannie Elizabeth Bell, b: June 8, 1863 in Shelbyville, Shelby County, Missouri
3. Ella M. Bell, b: 1865 in Kirkville, Adair County, Missouri
