Civil War Union Army Officer. He was mustered in as a Private in Company K, 8th Pennsylvania Volunteer Cavalry on September 9, 1861. Commissioned as a 2nd Lieutenant on February 6, 1863, he was honorably discharged on March 6, 1865.

He was the brother of Lieutenant Colonel Joshua Stroud Fletcher.

He was originally interred in Glenwood Cemetery, Philadelphia.
