He was the second child and second son born to Charlotte Payne and John G. Weems, who immigrated to Texas from Tennessee and Georgia in the 1840s. In September 1876 he married Winnie Mae Patrick, b.1856, Texas d. (unknown) in Hopkins County, Texas. In about 1881, he married Sarah "Sallie" Weems, b.1858, Alabama d. (unknown). He was the father of ten children, seven of whom survived infancy.

W.L. Weems was an affectionate and responsible family man who farmed with respect and love for the land and revered the God whom he declared had given him stewardship of that land. He was of the Nazarene faith and had a humble and unassuming attitude that belied the fact that he descended - by way of an all male line - from Picts and earliest Scottish nobility through the House of Dunkeld to Methill to Wemyss/Weems. His first Weems ancestor to die on American soil was Revolutionary War Patriot, David Hamilton Weems, 1706 - 1779

He died in Sweetwater, Nolan County, Texas at the age of seventy-seven on February 7, 1930 - seven years and seven days after the death of his daughter, Josephine. His remains were interred in the Sweetwater Cemetery, Sweetwater, Nolan County, Texas.
