She was the third child and only daughter of William Vining Boone "Bill" Slater and his first wife, Josephine Belle "Josie" Weems Slater, a direct descendant of American Revolutionary War Patriot, David Hamilton Weems, 1706 - 1779.

Willene was the only one of the five children born to Bill and Josie Slater who survived into adulthood. In addition to a pair of twin brothers who were born about 1915 and died about 1919 in Texas, her full siblings included:

Charles A. Slater, b: August 12, 1918, d: June 30, 1920 in Texas
George Vining Slater, b: July 5, 1921, d: May 18, 1933 in Texas

Willene's mother, Josephine died of food poisoning on January 31, 1923 and on April 20, 1923 her father married Miss Hattie Viola Lewis, daughter of Mary E. Miller and Randolph Kay Lewis of Scurry County, Texas.

Hattie brought with her a seven year old daughter:
LaVerne Faye Lewis, b: Feb. 11, 1916 d: Nov 22, 1970 in Texas

Hattie bore two children to Willene's father.
1. Cecil Shirley Slater b: Jan. 9, 1926 in Texas d: Dec. 17, 2011 in New York
2. Living Slater, b: in Texas

In Roscoe, Nolan County, Texas, on June 30, 1932, Willene married Vernon Emmitt Duncan of Coahoma, Howard County, Texas. They resided in Coahoma throughout their marriage and reared two children*. They were divorced in 1953.

She married pharmacist, Harmon Douglas Lipscomb, about 1956 and died of head trauma (Specifically: gunshot to back of head) on Mother's Day Eve, May 11, 1957 in Stephenville, Erath County, Texas. Her remains were interred in Quitman City Cemetery, Quitman, Wood County, Texas on May 15, 1957 after an inquest was held and an Erath County, Texas grand jury no-billed her husband, H. Douglas Lipscomb, who was the only other person in their home at the time she was killed. In addition to him, she was survived by two children*, four grand-children (two now deceased, please see below), her father, two half-brothers, step-sister, step-mother, six nephews and nieces and a large extended family of Slaters and Wemyss/Weems.

*On Friday, December 16, 2011 her only son, Vernon Maurice Duncan of Robert Lee, Texas, died of a heart attack.
