James is an older brother to Jacob Wilson Parrott. Jacob Was the very first recipient of the Congressional Medal of Honor.

Their father, George Parrett died in 1849 when James was 9 years of age and Jacob was 6. Their mother Anna Landfair-Parrett died in 1853 when James was 13. James, his two brothers and two sisters were divided among several families. The location of his parents burial is not known.

James enlisted in Co. D, Ohio 62nd Infantry at the age of 21 on February 10, 1861. He was mustered out of the military at Folly Island, SC. on November 25, 1863.

James was a great grandson of Samuel Parrett Sr. of Shenandoah County, Virginia who, along with his six brothers were soldiers in the Revolutionary War. One of the brothers, George, died in the Battle of Germantown at the age of 31.

In the 1880's James resided in Kentucky, married with four children, working as a Travel Agent.
