Edward "EL" Ratcliff was born at the Ratcliff farm at Forest Hill. He decided to teach school instead of farming and gave up his inheritance on the family farm for an education. He attended Carson Newman College graduating in May 1930. He later became Superintendent of Cocke County Schools retiring 9 Dec. 1954.

During World War I he enlisted 5 June 1917 in the US Navy serving as Pharmacist's Mate 3rd Class until his discharge 16 September 1919.

He married Ruth Holland at her parent's home at Oven Creek on 28 December 1921.

He and Ruth were visiting the family of their daughter Anne Estefano in Camaguey, Cuba when Fidel Castro and his troops stopped at the Estefano house on their way to Havana staying for two days.

After retiring, he and Ruth moved to Knoxville where he served as a deacon at Arlington Baptist Church.
