Annie Bell Phillips was born in 1907 in Tallapoosa County, Alabama to James Bennett Phillips and Olif Henderson Strother Phillips.

She was predeceased by one brother, James Grady Phillips.

In addition to her parents, survivors include one sister, Mary Lou Phillips; and seven brothers, Alonzo Isaiah Phillips, Henry Jefferson Phillips, Albert Thomas Phillips, Hartly Durham Phillips, Jessie Lee Phillips, William O'Landreth Phillips and Ralph Ray Phillips.
