United States Navy Commander Ralph Stanley (Stan) Allsopp, 75, passed away peacefully surrounded by family at Covenant Hospice in Pensacola, FL on February 12, 2024. Stan was a decorated veteran who served during the Vietnam conflict and spent another 24 years on active duty. He was awarded various unit awards and service ribbons including the Defense Meritorious Service Medal, the Meritorious Service Medal, the Navy Commendation Medal (twice), the Navy Achievement Medal, and the Combat Action Ribbon.

Stan was born on December 15, 1948, in Philadelphia, PA to his parents Ralph and Virginia Allsopp. He was commissioned through the NROTC program at The Pennsylvania State University, University Park, PA in 1970, and later received a Masters from Central Michigan University in 1984.

Stan's first military assignment was on the USS Shreveport. In 1972, he began his cryptologic career at NSGA Hanza, Okinawa, Japan. From 1975 to 1977, Stan was assigned to the U.S. Third Fleet, headquartered on Ford Island, Pearl Harbor, HI. From 1977 to 1979 Stan served onboard the USS Enterprise after which he reported for duty at NSGA on Adak, AK. In 1982, Stan began a three-year tour at the NSGA in Fort Meade, MD. During this tour, Stan developed the initial plans and curriculum outline for the Cryptologic Division Officer Course (CDOC) and later served as its Department Head between 1985 and 1988, for what is now known as CIWT Corry Station, Pensacola, FL. Between 1988 and 1992, Stan was assigned as the XO of NCS Naval Station Rota in Spain. He then went on to serve 3 years as the Cryptologic Training Support Division Chief at the National Cryptologic School, NSA/CSS, Fort Meade MD.

Stan retired from the Navy in 1994 and returned to Pensacola to work for a defense contracting firm, Technical Software Services, serving as Director of Training Services until he retired a second time in 2012.

Stan loved cheering on his beloved PSU Nittany Lions and being involved in his local community. He served as President of the local Penn State Alumni Chapter, President of the Purple Parrot Condo Association, President and CFO of the Pirates of Lost Treasure Mardi Gras Krewe and 20+ years as a Precinct Committeeman on the Escambia County Republican Executive Committee. Stan also enjoyed being a member of the Grand Lagoon Yacht Club, Elks Lodge 2108, and American Legion Post 340.

He is survived by his wife of 54 years, Antoinette (Tonie) Leisey of Reading, PA, sister, Lisa Malizia, two daughters Erika Sykes (Paul) and Tara Allsopp, and grandchildren, Sophia and Thomas.

The family requests that in lieu of flowers, donations be made to the USO (United Service Organization). A private service will be held at Barrancas National Cemetery to honor Stan's life and service to his country.
