Politician and lawyer, he was the only son of General and twice President General Julio Argentino Roca. He was twice Deputy and then was Senator. Governor of the Province of Córdoba (1922-1925). Vice President of the Republic during the presidency of Gral Augustin P. Justo (1932-1938). He was co-author of the named "Pact Roca-Runciman," signed in London in February 1932, which triggered a political scandal. He also was ambassador to Brazil (1941-1942) and Minister of Foreign Affairs (1942-43).
