Swedish Social Democratic politican. After the election in 1982 Holmberg became Minister for Municipal Affairs in the newly elected Social Democrat Government, and in the following year Minister for Civil Affairs, on which post he remained until 1988. He was member of the Swedish Parliament from 1985 to 1996 and Governor of Södermanlands län from 1996 to 2005.
